How come....?

How come only some store have items for sale but a good portion of them dont offer anything an inventory list shows up if you are lucky but it only shows a blank screen?

I believe these are stores that are still in the works to have things added to them. I guess if it were comparable to real life you'd say they are not yet really open for business due to not getting in inventory to sell yet.
